As do I. I am working on over coming all the cons. Which aren't game stoppers. Right now I'm currently working on making it just feel GL.

As for the powers, you could go the DC Universe route, and just make up a bunch, instead of making it truly open ended. Possibly even use the event system to make combo attacks etc.

I believe I'll make up some, allow combos, and hopefully allow players to create one. Only thing that worries me is the powers themselves. I feel like I'd have to reuse most of them since a lot of the other lanterns use them also.

Nope. He's name is Ch'p. He actually first appeared in January 1982. Today he appeared on Green Lantern The Animated Series his role was quite funny.
