Stock tba doesn't configure MSDP_EXPERIENCE_MAX or MSDP_ROOM_EXITS in comm.c but they're sent anyway. MSDP_EXPERIENCE_MAX is sent as a 0 value and MSDP_ROOM_EXITS is a nul string. I've grepped the source code repeatedly but apart from comm.c, protocols.c and protocols.h I can't find any files that use those MSDP values, yet they're sent!

Is this an undocumented bug or am I just missing something?

Never mind, occasionally I'm an idiot. The MSDP values were being reported because I was requesting them in my client, it's not the server's fault that they weren't set. OTOH, figuring that much out has given me some headway in reporting MSDP values I do want to add.
